The United States Angel Coalition is committed to operating with the highest standards of ethics, safety, transparency, and legal compliance in all programs, services, and community partnerships. As a national anti‑trafficking organization, we uphold strict policies that protect survivors, safeguard data, and ensure responsible stewardship of all resources entrusted to us.

1. Legal & Regulatory Compliance

USAC complies with all applicable federal, state, and local laws, including but not limited to:

  • Victims of Crime Act (VOCA) requirements

  • Trafficking Victims Protection Act (TVPA)

  • Violence Against Women Act (VAWA)

  • Child Abuse Prevention and Treatment Act (CAPTA)

  • State‑mandated reporting laws

  • HIPAA‑aligned confidentiality practices (where applicable)

  • Americans with Disabilities Act (ADA)

  • IRS regulations for 501(c)(3) organizations

USAC maintains internal controls to ensure ongoing compliance with evolving regulations and best practices.

2. Mandatory Reporting

USAC staff, volunteers, and contractors follow all mandatory reporting laws related to:

  • Child abuse or neglect

  • Sexual abuse or exploitation

  • Human trafficking indicators

  • Imminent harm to self or others

Reports are made to the appropriate state or local authorities. Survivors are informed of these limits to confidentiality in a trauma‑informed, respectful manner.

3. Confidentiality & Data Protection

USAC protects all personal information shared by survivors, partners, donors, and community members.

Our confidentiality practices include:

  • Secure storage of records

  • Limited access to sensitive information

  • No disclosure of identifying information without consent, unless required by law

  • Safe communication practices for survivors

  • No selling or sharing of personal data with third parties

Digital systems are monitored for security, and staff receive ongoing training in privacy and data protection.

4. Nondiscrimination Policy

USAC provides services without discrimination based on:

  • Race

  • Color

  • National origin

  • Religion or faith background

  • Sex

  • Gender identity or expression

  • Sexual orientation

  • Disability

  • Age

  • Immigration status

  • Socioeconomic status

All individuals are treated with dignity, respect, and cultural sensitivity.

5. Trauma‑Informed & Survivor‑Centered Practices

USAC adheres to nationally recognized trauma‑informed principles:

  • Cultural humility

Services are voluntary, non‑coercive, and tailored to each survivor’s needs. Faith‑based support is available only upon request and is never required to access services.

6. Staff Screening & Background Checks

To ensure safety and integrity:

  • All staff undergo background checks

  • Volunteers in direct‑service roles are screened

  • Contractors with access to sensitive information are vetted

  • Staff receive training in ethics, boundaries, and trauma‑informed care

USAC maintains a zero‑tolerance policy for misconduct, abuse, or exploitation.

7. Code of Conduct

All representatives of USAC must:

  • Maintain professional boundaries

  • Protect confidentiality

  • Avoid conflicts of interest

  • Report suspected misconduct

  • Uphold ethical standards in all interactions

  • Treat all individuals with respect and dignity

Violations of the Code of Conduct result in corrective action, up to and including termination or removal.

8. Financial Accountability

USAC maintains transparent financial practices, including:

  • Annual budgeting and oversight

  • Internal controls to prevent misuse of funds

  • Compliance with IRS and state charity regulations

  • Responsible stewardship of donor contributions

  • Clear documentation of program expenditures

Financial records are available upon request in accordance with nonprofit disclosure laws.

USAC is committed to ensuring that all services, programs, and digital resources are accessible to individuals with disabilities.
